NZDA Has Submitted Overseas Investment (National Interest Test and Other Matters) Amendment Bill
NZDA has made a submission to Parliament’s Primary Production Committee on the Overseas Investment (National Interest Test and Other Matters) Amendment Bill. While the Bill aims to improve efficiency and attract overseas investment, our submission raises concerns that it does not safeguard existing and legally established public recreational access to public land that is behind or enclosed by private land.
Key points raised:
- Existing Legal Access: No new provisions to protect or enhance public access.
- Forestry Land: Oversight and access provisions are being removed without replacement.
- Public Land Access: The Bill does not address the risk of access to public land being cut off when private land is sold to overseas buyers.
We’ve recommended stronger protections for public access, including mandatory assessments and easements during land sales. This is an opportunity lost in this review to strengthen protections, and so we have made clear recommendations for change.
